GUIDELINES FOR STRENGTHENING UPLAND RICE IN BAN NAMYEN, DANSAI DISTRICT, LOEI PROVINCE

Abstract

This study was conducted to investigate: 1) community and farmer group context; 2) problems encountered in upland rice growing; and 3) guidelines for strengthening of the farmer group growing upland rice at Ban NamYen, Koksathorn sub-district, DanSai district, Loei province. The sample group consisted of 43 farmers growing rice at Ban Nam Yen. Data were obtained by questionnaire, in-dept interview and focus group discussion. Obtained data were analyzed by using descriptive statistics and typological analysis.

Results of the study revealed that Ban Nam Yen community was located in a mountainous area at 570 meters above the sea level. The upland rice farmers were Buddhists and 52 years old on average. Their household land area covered 42.81 rai each on average, only 8.37 rai on average were used for growing rice. Most of the rice farmers also grew maize for household consumption. They used Khao Siew Kliang and Khao Luem Phua seeds for upland rice growing. They grew upland rice during May-July and harvested it during October-December. The upland rice production costs was 7,000 baht per growing season on average. The upland rice farmers had a high level of roles in group operation but a highest level in group strengthening and reliability. They developed the group in all aspects on the basis of self-reliance and sustainability.

Regarding guidelines for strengthening the group, the upland rice farmers needed for support on value added under rice standards. Besides, they willing to accept help in terms of rice production technology and agro-tourism activities for supplementary income generating.

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาบริบทของชุมชนและกลุ่มเกษตรกร 2) เพื่อศึกษาสภาพปัญหาการปลูกข้าวไร่ และ 3) เพื่อศึกษาแนวทางสร้างความเข้มแข็งของกลุ่มเกษตรกรผู้ปลูกข้าวไร่บ้านน้ำเย็น ตำบลกกสะทอน อำเภอด่านซ้าย จังหวัดเลย โดยคัดเลือกกลุ่มเกษตรกรผู้ปลูกข้าวไร่เป็นกลุ่มประชากร จำนวน 43 คน ใช้แบบสัมภาษณ์เชิงลึกและการสนทนากลุ่มในการรวบรวมข้อมูล และวิเคราะห์ข้อมูลโดยสถิติเชิงพรรณนาและการจัดประเภทกลุ่มข้อมูล ผลศึกษาพบว่า ชุมชนบ้านน้ำเย็นมีสภาพทางกายภาพเป็นเป็นพื้นที่สภาพภูเขา สูงจากระดับน้ำทะเล 570 เมตร เกษตรกร อายุเฉลี่ย 52 ปี นับถือศาสนาพุทธ มีอาชีพทำการเกษตรเป็นอาชีพหลัก มีพื้นที่ถือครองในครัวเรือนเฉลี่ย 42.81 ไร่ พื้นที่ปลูกข้าวไร่เฉลี่ย 8.37 ไร่ ส่วนใหญ่ปลูกข้าวไร่เพื่อการบริโภคในครัวเรือน มีการผลิตเมล็ดพันธุ์ใช้เองโดยใช้สายพันธุ์ข้าวซิวเกลี้ยงและข้าวลืมผัว ช่วงปลูกเดือนพฤษภาคม ถึง กรกฎาคม และช่วงเก็บเกี่ยวตั้งแต่เดือนตุลาคมถึงธันวาคม มีต้นทุนการผลิตข้าวไร่ เฉลี่ย 7,000 บาทต่อฤดูกาลผลิต บทบาทการดำเนินงานของกลุ่มอยู่ในระดับมาก สภาพของกลุ่มมีความเข้มแข็งและมีความเชื่อมันในศักยภาพและกลุ่มพร้อมที่จะแก้ไขปัญหาและพัฒนาการผลิตข้าวไร่อยู่ในระดับมากที่สุด มีการพัฒนากลุ่มทุก ๆ ด้านด้วยการพึ่งตนเอง เอื้อประโยชน์ต่อสมาชิกในกลุ่มและมุ่งหวังการพัฒนากลุ่มให้มีความยั่งยืน ส่วนแนวทางการสร้างความเข้มแข็งของกลุ่ม เกษตรกรต้องการพัฒนาและสนับสนุนการผลิตข้าวไร่ให้มีมูลค่าเพิ่ม เช่น การผลิตข้าวที่มีคุณภาพเพื่อการจ้าหน่ายเป็นอาหารปลอดภัยรวมถึงการสร้างมาตรฐานข้าวให้มีมูลค่าเพิ่ม พร้อมรับการสนับสนุนเทคโนโลยีการเพิ่มประสิทธิภาพการผลิตข้าวไร่จากหน่วยงานภาครัฐ และการสนับสนุนกิจกรรมท่องเที่ยวเชิงการเกษตรเพื่อเป็นเป็นอาชีพเสริมรายได้อีกช่องทางให้กับเกษตร
