GUIDELINES FOR PROMOTING CORRECT USE OF CHEMICALS ON SAFE VEGETABLE GROWING OF THE FARMER GROUP AT BAAN PAPOR, MAEFAEK MAI SUB-DISTRICT, SANSAI DISTRICT, CHIANG MAI

Abstract

The objectives of this qualitative study wereto: 1) explore context condition of farmers at Baan Papor, Maefaek Mai sub-district, Sansai district, Chiang Mai province; 2) assess chemical application in agricultural plots of the farmer group in Baan Papor; and 3) investigate guidelines for promoting correct use of chemicals on safe vegetable growing. In-depth interview was used for data collection conducted with the farmer group.

Results of the study revealed that some of the informants still could not follow the three correct practices : the right time, the right method and the right kind. Hence, the researcher proposed results of the assessment to the farmers individually. Also, the researcher coordinated with an agriculture scientist to extend knowledge and create the farmer awareness under the stipulation of good agricultural practice for food crop : GAP 9001-2013. The guidelines for promoting correct use of chemicals on safe vegetable growing consisted of 3 plans : 1) short term plan – understanding and knowledge about the three correct practices; 2) medium term plan – preparation of public relations media related to correct use of chemicals; and 3) long term plan – market finding for agricultural yields of farmers with sustainability. Technology could be used for agricultural yield processing for value added and to cope with increased yields due to farmer group forming with the coordination of the university and agencies in the area. According to results of the study, the researcher proposed that it should have a training program related to the system of control, monitoring and assessment to uplift farmers to meet the GAP standards. Besides, the results could be expanded to other communities so as to be a model of sustainable development.

การศึกษาแนวทางการส่งเสริมการใช้สารเคมีอย่างถูกวิธีในการปลูกผักปลอดภัยของกลุ่มเกษตรกรบ้านป่าป๋อ ตำบลแม่แฝกใหม่ อำเภอสันทราย จังหวัดเชียงใหม่ มีวัตถุประสงค์เพื่อศึกษาสภาพบริบทของเกษตรกร ประเมินสภาพการใช้สารเคมีในแปลงเกษตรของกลุ่มเกษตรกร และศึกษาแนวทางการส่งเสริมการใช้สารเคมีในการปลูกผักที่ถูกวิธีของกลุ่มเกษตรกร บ้านป่าป๋อ ตำบลแม่แฝกใหม่ อำเภอสันทราย จังหวัดเชียงใหม่ เป็นการศึกษาวิจัยเชิงคุณภาพ (Qualitative Research) และแบบสัมภาษณ์เชิงลึก (Indepth Interview) กับกลุ่มเกษตรกรตัวอย่างในประเด็นเรื่อง แนวทางการส่งเสริมการใช้สารเคมีอย่างถูกวิธี กรณีที่ได้ใช้สารเคมีในกระบวนการเพาะปลูก พบว่ายังมีเกษตรกรบางส่วนที่ยังไม่สามารถปฏิบัติตามหลัก 3 ถูกได้แก่ หลักถูกเวลา หลักถูกวิธี หลักถูกชนิด ได้อย่างถูกต้อง ผู้วิจัยจึงได้นำเสนอผลการประเมินแก่เกษตรกรเป็นรายบุคคลและประสานกับนักวิชาการเกษตรอบรมให้ความรู้และสร้างความตระหนักแก่เกษตรกรภายใต้ข้อกำหนดการปฏิบัติทางการเกษตรสำหรับพืชอาหาร มาตรฐานสินค้าเกษตร มกษ.9001-2556 (Good Agricultural Practices for Food Crop : GAP) จึงมีแนวทางที่ได้ร่วมกันจัดทำเพื่อเป็นโมเดลในการขยายผลใน 3 ระยะ ได้แก่แผนระยะสั้น คือการทำความเข้าใจและให้ความรู้เกี่ยวกับการปฏิบัติตามหลัก 3 ถูก แผนระยะกลางการจัดทำสื่อประชาสัมพันธ์สร้างการรับรู้ในวงกว้างเกี่ยวกับการใช้สารเคมีให้ถูกต้อง ส่งเสริมการรวมกลุ่มเพื่อพัฒนาคุณภาพผลผลิต และระยะยาวควรมีการจัดหาตลาดเพื่อรองรับผลผลิตของเกษตรกร เพื่อให้มีความยั่งยืน (Sustainable) โดยใช้เทคโนโลยีช่วยในการแปรรูปผลผลิตของเกษตรกรเพื่อเพิ่มมูลค่าให้กับผลผลิตและรองรับปริมาณผลผลิตที่จะเพิ่มขึ้นจากการรวมกลุ่มของเกษตรกรโดยอาศัยความร่วมมือของมหาวิทยาลัยและหน่วยงานในพื้นที่ จากการวิจัยครั้งนี้ผู้วิจัยมีข้อเสนอแนะให้มีการจัดหลักสูตรอบรมให้ความรู้และระบบการควบคุม ติดตามและประเมินผลยกระดับเกษตรกรกลุ่มเดิมไปสู่มาตรฐานการผลิตตามข้อกำหนดของ GAP และควรขยายผลไปยังชุมชนอื่นเพื่อให้เป็นรูปแบบการพัฒนาอย่างยั่งยืน
