THE SUCCESS FACTOR OF SOCIAL INNOVATION (OUR LOSS IS OUR GAIN) ON BENEFIT AND STRENGTHENING IN THE COVID-19 PANDEMIC : A CASE STUDY OF PHU PHA FAH NAM COMMUNITY, MAE TAENG DISTRICT, CHIANG MAI PROVINCE, THAILAND

Abstract

The COVID-19 pandemic situation has had global impacts and caused the emergence of a major economic recession. This was a parallel crisis between public health and the economy. Thailand has been directly affected, particularly in terms of foundational economic structures that lack self-reliance.

This study aimed to explore 1) The contextual basis and concept, 2) social innovation process (Our Loss Is Our Gain) on benefits, and 3) success factors of social innovation (Our Loss Is Our Gain) on benefits and strengthening in THE COVID–19 pandemic.

The study was qualitative research. Key informants as selected using purposive sampling were as follows: 1) two samanas, 2) one community leader, 3) ten network representatives, and 4) forty stakeholders. Data were collected through in-depth interview, participatory observation and focus group discussion and its validity was checked by using triangulation.

Findings were as follows: 1. contextual basis and concept could be classified into three periods: 1) Asoke. 2) Buddhist Medicine Foundation. and 3) Phu Pha Fah Nam community in the COVID–19 pandemic. 2. The social innovation process (Our Loss Is Our Gain) on benefits consisted of 4 steps: 1) sufficiency economy management, 2) human potential development, 3) Phu Pha Fah Nam community development, and 4) social innovation network. and 3. success factors of social innovation (Our loss is Our Gain) on benefit and strengthening in the COVID-19 pandemic consisted of 3: 1) institutional capital 2) human capital and 3) social capital.

สถานการณ์การแพร่ระบาด COVID-19 ที่ส่งผลกระทบไปทั่วโลกและเศรษฐกิจเข้าสู่ภาวะถดถอยอย่างมีนัยสำคัญเป็นวิกฤตคู่ขนานระหว่างวิกฤตด้านสาธารณสุขกับวิกฤตด้านเศรษฐกิจ ประเทศไทยได้รับผลกระทบโดยตรงต่อระบบโครงสร้างเศรษฐกิจฐานรากไม่สามารถพึ่งตนเองได้

งานวิจัยครั้งนี้เป็นงานวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษา 1) บริบทและฐานคิดนวัตกรรมทางสังคม ขาดทุนคือกำไร 2) กระบวนการนวัตกรรมทางสังคม ขาดทุนคือกำไร และ 3) ปัจจัยความสำเร็จ นวัตกรรมทางสังคม ขาดทุนคือกำไร โดยการคัดเลือกผู้ให้ข้อมูลสำคัญ (Key informants) ด้วยการสุ่มแบบเจาะจง ดังนี้ 1) สมณะ จำนวน 2 รูป 2) ผู้นำชุมชน จำนวน 1 คน 3) ตัวแทนเครือข่าย จำนวน 10 คน และ 4) ผู้มีส่วนได้ส่วนเสีย จำนวน 40 คน โดยใช้วิธีการสัมภาษณ์เชิงลึก การสังเกตการณ์แบบมีส่วนร่วมและการสนทนากลุ่ม ตรวจสอบความเที่ยงตรงของข้อมูลใช้วิธีตรวจสอบแบบสามเส้า

ผลการศึกษาพบว่า 1. บริบทและฐานคิดนวัตกรรมทางสังคม ขาดทุนคือกำไร มีการวิวัฒน์ 3 ระยะ ดังนี้ 1) อโศก 2) แพทย์วิธีธรรม 3) ชุมชนภูผาฟ้าน้ำ 2. กระบวนการนวัตกรรมทางสังคม ขาดทุนคือกำไร มีองค์ประกอบ 4 ประการ ดังนี้ 1) การบริหารตามหลักเศรษฐกิจพอเพียง 2) การพัฒนาศักยภาพมนุษย์ 3) การพัฒนาชุมชนภูผาฟ้าน้ำ 4) เครือข่ายขับเคลื่อนนวัตกรรมทางสังคม ขาดทุนคือกำไร และ 3. ปัจจัยความสำเร็จ นวัตกรรมทางสังคม ขาดทุนคือกำไร ต่อการสร้างประโยชน์และเสริมสร้างความเข้มแข็งในสถานการณ์การแพร่ระบาด COVID-19 ประกอบด้วยปัจจัย 3 ประการ ดังนี้ 1) ทุนสถาบัน 2) ทุนมนุษย์ และ 3) ทุนทางสังคม
