THE POLICY IMPLEMENTATION ON COMMUNITY HEALTH CARE CENTER OF NONG HAN SUB-DISTRICT

Abstract

The objectives of this qualitative study were to : 1) investigate outcomes of The policy implementation on community health care center of Nong han sub-district and 2) propose a guideline for the application of the policy implementation on community health care center of Nong han sub-district, Research tools in this study included review of related literature and documentary review as a basis for the construction of a structured interview schedule. Informants in this study were 6 staff of Nong han Health care Center and personnel of the center as well as 25 representatives of people using services of the center. Findings showed that the policy implementation was a system provided to local people at the primary care (1A4C) - Accessibility, Continuity, Comprehensiveness, Coordination, Community Participation. Regarding a guideline for the application of the policy implementation on community health care, it was found that personnel of the center must be developed to have increased efficiency, knowledge, responsibility and pro-active practice as well as participation in health networks.

การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยมีวัตถุประสงค์ คือ 1) เพื่อศึกษาผลการนำนโยบายสุขภาพชุมชนของศูนย์สุขภาพชุมชนตำบลหนองหารไปสู่การปฏิบัติ 2) เพื่อเสนอแนวทางการนำนโยบายสุขภาพชุมชนของศูนย์สุขภาพชุมชนตำบลหนองหารที่ดีไปสู่การปฏิบัติ โดยเครื่องมือที่ใช้ในการศึกษาประกอบด้วยการศึกษาเอกสาร แนวคิด ทฤษฎี และงานวิจัยที่เกี่ยวข้อง จนนำมาสู่การออกแบบเป็นการสัมภาษณ์แบบมีโครงสร้าง โดยเก็บข้อมูลจากกลุ่มตัวอย่าง ได้แก่ หัวหน้าศูนย์สุขภาพชุมชนตำบลหนองหาร เจ้าหน้าที่ศูนย์สุขภาพชุมชนตำบลหนองหาร รวมทั้งหมด 6 คน และตัวแทนประชาชนผู้รับบริการที่ศูนย์สุขภาพชุมชนตำบลหนองหารในเขตพื้นที่เทศบาลเมืองแม่โจ้ รวมทั้งหมด 25 คน ผลการศึกษาพบว่า การดำเนินนโยบายสุขภาพชุมชนของศูนย์สุขภาพชุมชนตำบลหนองหารเป็นการให้บริการสุขภาพระดับปฐมภูมิ ซึ่งเป็นระบบที่จัดบริการสุขภาพในระดับที่เป็นด่านแรกของระบบบริการสาธารณสุขที่อยู่ใกล้ชิดชุมชน โดยการนำนโยบายไปปฏิบัติได้ยึดหลักการบริการสุขภาพระดับปฐมภูมิ (1A4C) คือ การเข้าถึงบริการ การรักษาอย่างต่อเนื่อง การรักษาครอบคลุมทุกมิติของผู้ป่วย การเชื่อมโยงประสานงาน และการมีส่วนร่วมของชุมชน ด้านแนวทางการนำนโยบายสุขภาพชุมชนของศูนย์สุขภาพชุมชนตำบลหนองหารที่ดีไปสู่การปฏิบัติ พบว่าจะต้องมีการพัฒนาบุคลากรให้มีประสิทธิภาพและมีความรู้ที่หลากหลาย เพื่อให้บุคลากรสามารถปฏิบัติหน้าที่ความรับผิดชอบได้เป็นอย่างดี มีการทำงานเชิงรุกโดยให้ความสำคัญกับประชาชนและชุมชน เน้นการทำงานอย่างมีส่วนร่วมของเครือข่ายสุขภาพเพื่อให้สามารถเข้าถึงประชาชนและประชาชนเองสามารถเข้าถึงบริการด้านสุขภาพได้อย่างทั่วถึง
