THE OPERATION OF SAN NA MENG SUB-DISTRICT SAVINGS GROUP FOR WEAVING PRODUCTION COMMUNITY ENTERPRISE UNDER THE CONCEPT IN SUSTAINABLE DEVELOPMENT IN SAN SAI DISTRICT, CHIANG MAI PROVINCE

Abstract

This research was aimed to study the personal factors, socio-economic factors, supporting factors, the operation, path way and factor effecting the operation under the concept of sustainable development. Besides, the managerial administration in new normal era, and problems, obstacles, and suggestion in the operation of San Na Meng Sub-district Saving for Weaving Production Group Community Enterprise, San Sai District, Chiang Mai Province under the concept of sustainable development were also study. The sample group of the study was 154 community enterprise personnel. The interview schedule with focus group discussion technique was used for data collection with 150 community enterprise members, and the interview schedule together with in-depth interview technique was also employed with 4 community enterprise group’s executives. Obtained data were analyzed using descriptive and inferential statistics, structural equation model analysis, and rationale content analysis

The results reveal that most of the community enterprise members (69.30%) were female with 52.62 years of average age, married (67.30%), and reached primary school (34.00%). They had 8,393.33 baht in average annual income. Most of them had never attended any training about sustainable development (56.00%) and promotion from government agencies regarding sustainable operations (63.30%). They had been a member of the community enterprise group for 3.67 years on average. The members believed in the high level (=4.47) on leadership of the community enterprise group’s executives. However, they had high level on knowledge and understanding (98.00%) and attitude (=3.98) in terms of the sustainable development, and they had a moderate level (=2.68) of satisfaction with welfare received from the community enterprise group. Meanwhile, as a whole, the members had high level in sustainable operations (=3.76). In terms of structural equation model analysis, the results shown that the supporting factors had a high level of influence (0.75) and the socio-economic factors had a relatively low influence (0.26) on the operations under the sustainable development concept. Besides, as a whole, the study found 3 variables correlating the operations under the sustainable development concept namely: age, attending the training about sustainable development, and the promotion from government agencies regarding sustainable operations. Nevertheless, the executives emphasize the importance of community enterprise management in the new normal era for 4 aspects: planning, organizing, leading, and controlling. Meanwhile, the community enterprise members viewed that the inadequate of knowledge and understanding, increased workload, and taking too much time for adjustment were the main obstacles for sustainable operation. ฺBy the way, the members suggested that there should be continuous activities to educate all members, set a clear sustainable operating model, and determine the appropriate of workload.

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยส่วนบุคคล ปัจจัยด้านเศรษฐสังคม ปัจจัยสนับสนุน การดำเนินงาน เส้นทางและปัจจัยที่มีผลต่อการดำเนินงาน การบริหารจัดการในยุคฐานวิถีชีวิตใหม่ และปัญหาอุปสรรคและข้อเสนอแนะในการดำเนินงานภายใต้กรอบแนวคิดการพัฒนาอย่างยั่งยืนของวิสาหกิจชุมชนกลุ่มออมทรัพย์เพื่อการผลิตทอผ้าตำบลสันนาเม็ง อำเภอสันทราย จังหวัดเชียงใหม่ กลุ่มตัวอย่างในการศึกษาคือบุคลากรของวิสาหกิจชุมชนจำนวน 154 คน โดยเก็บข้อมูลด้วยแบบสัมภาษณ์ร่วมกับเทคนิคการอภิปรายกลุ่มกับสมาชิกกลุ่มวิสาหกิจชุมชนจำนวน 150 คน และชุดคำถามร่วมกับเทคนิคการสัมภาษณ์เชิงลึกกับผู้บริหารกลุ่มวิสาหกิจชุมชน 4 คน วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณนา สถิติเชิงอนุมาน การวิเคราะห์แบบจำลองสมการโครงสร้าง และการวิเคราะห์เนื้อหาเชิงเหตุผล

ผลการศึกษาพบว่าสมาชิกกลุ่มส่วนใหญ่เป็นเพศหญิง (69.30%) อายุเฉลี่ย 52.62 ปี สมรสแล้ว (67.30%) สำเร็จการศึกษาในระดับประถม (34.00%) มีรายได้เฉลี่ยต่อปี 8,393.33 บาท ไม่เคยเข้าร่วมการฝึกอบรมเกี่ยวกับการพัฒนาอย่างยั่งยืน (56.00%) และไม่เคยได้รับการส่งเสริมจากหน่วยงานภาครัฐ (63.30%) เป็นสมาชิกกลุ่มเฉลี่ย 3.64 ปี และเชื่อว่าผู้บริหารกลุ่มมีภาวะความเป็นผู้นำอยู่ในระดับมาก (ค่าเฉลี่ย 4.47) อย่างไรก็ตามสมาชิกกลุ่มมีความรู้ความเข้าใจ (98.00%) มีทัศนคติ (ค่าเฉลี่ย 3.98) เกี่ยวกับการพัฒนาอย่างยั่งยืนอยู่ในระดับมาก และมีความพึงพอใจต่อสวัสดิการที่ได้รับในระดับปานกลาง (ค่าเฉลี่ย 2.68) ในขณะที่มีการดำเนินงานภายใต้กรอบแนวคิดการพัฒนาอย่างยั่งยืนในภาพรวมอยู่ในระดับมาก (ค่าเฉลี่ย 3.76) สำหรับการวิเคราะห์สมการเชิงโครงสร้างพบปัจจัยสนับสนุนมีขนาดอิทธิพลอยู่ในระดับสูง (0.75) และปัจจัยด้านเศรษฐสังคมมีขนาดอิทธิพลค่อนข้างต่ำ (0.26) ต่อการดำเนินงานภายใต้กรอบแนวคิดการพัฒนาอย่างยั่งยืน นอกจากนี้ยังพบอีก 3 ตัวแปรที่มีความสัมพันธ์กับการดำเนินงานภายใต้กรอบแนวคิดการพัฒนาอย่างยั่งในภาพรวมคือ อายุ การเข้าร่วมอบรมด้านการพัฒนาอย่างยั่งยืน และการส่งเสริมจากหน่วยงานภาครัฐด้านการดำเนินงานอย่างยั่งยืน โดยผู้บริหารให้ความสำคัญในการบริหารจัดการกลุ่มวิสาหกิจชุมชนในยุคฐานวิถีชีวิตใหม่ 4 ด้านคือ การวางแผน การจัดองค์การ การนำ และการควบคุม ในขณะที่กลุ่มสมาชิกวิสาหกิจชุมชนมองว่าความรู้ความเข้าใจเกี่ยวกับความยั่งยืนที่ไม่เพียงพอ ระยะเวลาในการปรับตัวที่ค่อนข้างนาน ปริมาณงานที่เพิ่มขึ้น เป็นปัญหาอุปสรรคสำคัญในการดำเนินงานอย่างยั่งยืน โดยมีข้อเสนอแนะว่าควรมีการจัดกิจกรรมให้ความรู้แก่สมาชิกอย่างต่อเนื่อง การกำหนดรูปแบบการดำเนินงานอย่างยั่งยืนที่ชัดเจน และการกำหนดปริมาณงานที่เหมาะสม
