THE COMMUNITY MASTER PLAN OF BANHUAYBONG IN PONG TUM SUBDISTRICT, CHAIPRAKARN DISTRICT, CHIANG MAI PROVINCE

Abstract

The purposes of this research and development were: 1) Study the basic social, economic, resource and environmental contexts of Ban Huaybong, Chai Prakan, Chiang Mai. 2) Study the problems and needs of the community in various areas of development. 3) Prepare a community master plan for Ban Huaybong in accordance with the real needs and context of the Ban Huaybong Catholic community. The questionnaires were given out to 136 respondents by simple random sampling to collect basic information about the community and focus group. The planning process and analyzing the data by statistical analysis used the descriptive and content analysis tool or SWOT analysis. The research findings were as follows: 1) Ban Huaybong is an ethnic community of Pgaz K'nyau. The village was established 65 years ago. Located on a flat area of foothill plain. It is a Catholic community. Most of the population is engaged in agriculture and general labor. From SWOT analysis of the community found that the eternal facters are this community strengths with a strong society structure. It possess potential readiness in both geography and social conditions according to the concept of sustainable geo-social development. They have outstanding social capital, both identity and uniqueness in Chaiprakarn district area and capital in natural resources and the environment, especially water resources. That comes from the upstream forest which is an abundant natural water source for use in the community. The problems and needs of the community were The disadvantage of the community is the lack of leaders, knowledge and understanding in methods and management approaches in applying it with the strengths in the community. It’s inability to further develop or link with existing partners, networks, government agencies and private sectors. The problems in the management of water sources for consumption, family drug dependence and debt problems arising from investments in the agricultural activities. In preparing the community master plan, the villagers realized the changes in society and the problems that occurred in the community. The community has 4 goals in developing and setting Strategies as follows: Strategy 1. Restoration of beliefs, continuation, preservation, and further development of culture and good community traditions. Strategy 2. Social and economic development within the community to have a good quality life. Strategy 3: Maintaining and utilizing the community's natural resources and environment in a sustainable and balanced way. Strategy 4: Effective community management.

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาบริบทพื้นฐานด้านสังคม เศรษฐกิจ ทรัพยากรและสิ่งแวดล้อมของหมู่บ้านห้วยบง ตำบลปงตำ อำเภอไชยปราการ จังหวัดเชียงใหม่ รวมถึงเพื่อศึกษาสภาพปัญหาและความต้องการของชุมชนในการพัฒนาด้านต่างๆ และเพื่อจัดทำแผนพัฒนาหมู่บ้านห้วยบง ให้สอดคล้องกับบริบทชุมชนบ้านห้วยบงที่เป็นชุมชนแห่งความเชื่อคาทอลิก โดยใช้ประชากรตัวแทนครัวเรือนจำนวน 136 คน และกลุ่มตัวอย่าง จำนวน 30 คน สุ่มแบบเจาะจง ใช้แบบสอบถามและการสนทนากลุ่มเป็นเครื่องมือในการรวบรวมข้อมูล วิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย ร้อยละ การวิเคราะห์เนื้อหาและการวิเคราะห์สรุปแบบอุปนัย ผลการศึกษาพบว่า บ้านห้วยบงก่อตั้งหมู่บ้านมาได้ 65 ปี ตั้งอยู่บนพื้นที่ราบเชิงเขา เป็นชุมชนชาติพันธุ์ปกาเกอะญอ ที่นับถือศาสนาคริสต์ นิกายโรมันคาทอลิกทั้งหมู่บ้าน ประชากรส่วนใหญ่มีอาชีพเกษตรกรรมและรับจ้างทั่วไป จากการวิเคราะห์สภาพแวดล้อมของชุมชน พบว่า จุดเด่นของชุมชน คือเป็นชุมชนที่มีสภาพโครงสร้างและสังคมที่เข้มแข็ง มีศักยภาพความพร้อมทั้งด้านภูมิศาสตร์และสังคมศาสตร์ตามแนวคิดการพัฒนาภูมิสังคมอย่างยั่งยืน มีทุนทางสังคมที่เพียบพร้อมด้วยอัตลักษณ์และเอกลักษณ์โดดเด่น มีทุนทางวัฒนธรรมประเพณี ความเชื่อและวิถึชีวิตแบบปกาเกอะญอที่โดดเด่นแห่งหนึ่งในพื้นที่อำเภอไชยปราการ จังหวัดเชียงใหม่ รวมถึงทุนทางทรัพยากรธรรมชาติและสิ่งแวดล้อมโดยเฉพาะอย่างยิ่งทรัพยากรน้ำ ที่มาจากป่าต้นน้ำซึ่งแหล่งน้ำธรรมชาติที่อุดมสมบูรณ์เพื่อนำมาใช้ในการอุปโภคและบริโภคในชุมชน สภาพปัญหาและความต้องการของชุมชนพบว่า ผู้นำและชุมชนยังขาดองค์ความรู้และความเข้าใจในด้านวิธีการและแนวทางการบริหารในการนำองค์ความรู้หรือจุดเด่นที่มีอยู่ในชุมชน โดยไม่สามารถนำไปพัฒนาต่อยอด หรือเชื่อมโยงกับภาคี เครือข่าย หน่วยงานรัฐและเอกชนที่มีอยู่ ปัญหาด้านการบริหารจัดการแหล่งน้ำเพื่อการอุปโภคและบริโภค ปัญหายาเสพติดภายในครอบครัว และปัญหาหนี้สินที่เกิดจากการลงทุนภาคการเกษตรดังนั้น ชุมชนจึงร่วมกันจัดทำแผนพัฒนาชุมชนโดยการมีส่วนร่วมของชุมชน โดยได้ตระหนักถึงการเปลี่ยนแปลงของสังคมและสภาพปัญหาที่เกิดขึ้นในชุมชน โดยชุมชนมีเป้าหมายในการพัฒนาและวางยุทธศาสตร์ไว้ 4 แนวทาง คือ ยุทธศาสตร์ที่ 1 การรื้อฟื้นความเชื่อและสืบสาน รักษา พัฒนาต่อยอดวัฒนธรรม ประเพณีของชุมชนที่ดีงามไว้ ยุทธศาสตร์ที่ 2 การพัฒนาสังคมและเศรษฐกิจภายในชุมชน ให้มีคุณภาพชีวิตที่ดี ยุทธศาสตร์ที่ 3 การดูแล รักษาและใช้ประโยชน์จากทรัพยากรธรรมชาติและสิ่งแวดล้อมของชุมชนให้มีความยั่งยืนและสมดุล ยุทธศาสตร์ที่ 4 การบริหารจัดการภายในชุมชนที่มีประสิทธิภาพ
