LAND USE PLANNING: CASE STUDY PI TU KHI VILLAGE, YANG PIANG SUB-DISTRICT, OMKOI DISTRICT, CHIANG MAI PROVINCE

Abstract

This study was conducted to : 1) explore context of Pi Tu Khi village community; 2) development database of land use by plot of farmers by using the geographic information system; and 3) gain guidelines for planning Pi Tu Khi village land use under the draft land use plan. Secondary data were used for data collection of gain the community context and physical data on natural resources local society and economy. There was the participation in the preparation of database on land use by plot of farmers with the Ban Pitukhi community. It aimed to analyze guidelines for land use planning under the draft land use plan.

Findings should that Ban Pitukhi community covered an area of 10.62 km2 (6,639.08 rai) in Om Koi national forest reserve. It was located in a remote wilderness area having basin quality class 1 A and 2. Most of the area was mountainous and had few plain areas. The area had an altitude of 800-1,500 meters above the sea level. The people living there were Karen Skor ethnic group who were Buddists and farmers relying on two water sources: Khun Had and Pi Tu Khi creeks. An average highest and lowest temperature in the community was 32 and 12 degrees Celsius. There were five categories of land use in Pi Tu Khi village : individual plots of land, crop rotation area, forest area, residential area, and other useful areas. The draft land use plan comprised the following data : slope, basin quality class, and legal forest boundaries. It was found that there was a total suitable area of 48 percent which should be conserved as a forest area and a farm land with soil and water conservation. The rest areas (52%) should be prepared based on soil and water conservation leading to land use planning which would be consistent with the community context. The farmers were convined to understand, access and develop the community to be strong and self-reliant to cope with various changes. Also, they must be the center of planning and able to be with natural resources sustainable with good immunity.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาบริบทของชุมชนบ้านปิตุคี 2) เพื่อการพัฒนาฐานข้อมูลการใช้ประโยชน์ที่ดินรายแปลงของเกษตรกรโดยระบบสารสนเทศทางภูมิศาสตร์ 3) เพื่อได้แนวทางการวางแผนการใช้ประโยชน์ที่ดินบ้านปิตุคี ตามร่างแผนการใช้ที่ดิน ด้วยการเก็บข้อมูล ค้นคว้าเอกสารทุติยภูมิ ให้ได้ข้อมูลบริบทของชุมชน ข้อมูลทางกายภาพด้านเศรษฐกิจ สังคม ทรัพยากรธรรมชาติ และจัดทำฐานข้อมูลการใช้ประโยชน์ที่ดินรายแปลงของเกษตรกรอย่างมีส่วนร่วมกับชุมชนบ้านปิตุคี เพื่อวิเคราะห์แนวทางการวางแผนการใช้ประโยชน์ที่ดิน ตามร่างแผนการใช้ที่ดิน ผลการวิจัยพบว่า ชุมชนบ้านปิตุคี มีพื้นที่ 10.62 ตารางกิโลเมตร (6,639.08 ไร่) ตั้งอยู่ในเขตป่าสงวนแห่งชาติป่าอมก๋อย ในชั้นคุณภาพลุ่มน้ำ 1A และ 2 อยู่ห่างไกลและทุรกันดาร พื้นที่ส่วนใหญ่ เป็นภูเขาสลับซับซ้อน และมีพื้นที่ราบน้อย ระดับความสูง 800 - 1,500 เมตรจากระดับน้ำทะเล เป็นชนเผ่ากะเหรี่ยงสะกอร์ ประกอบอาชีพเกษตรกรรมเป็นหลัก ส่วนใหญ่นับถือศาสนาพุทธ มีแหล่งน้ำ 2 แหล่ง (ลำน้ำขุนหาด และลำห้วยปิตุคี) อุณหภูมิสูงสุดเฉลี่ย 32 องศาเซลเซียส และต่ำสุดเฉลี่ย 12 องศาเซลเซียส บ้านปิตุคีมีการใช้ประโยชน์ที่ดินอยู่ 5 ประเภท ได้แก่ ที่ดินรายแปลง พื้นที่ไร่หมุนเวียน พื้นที่ป่า พื้นที่อยู่อาศัย และพื้นที่ประโยชน์อื่น ๆ ร่างแผนการใช้ที่ดินประกอบด้วยการจัดทำฐานข้อมูลทางกายภาพ ได้แก่ ข้อมูลความลาดชัน ข้อมูลชั้นคุณภาพลุ่มน้ำ และข้อมูลขอบเขตป่าตามกฎหมาย นำมาซ้อนทับ พบว่า มีพื้นที่เหมาะสมทั้งหมด 48% ให้ควรสงวนพื้นที่เพื่อการอนุรักษ์ให้เป็นพื้นที่ป่า และควรสงวนพื้นที่ในการทำเกษตรที่มีอยู่เดิม รวมถึงส่งเสริมในการอนุรักษ์ดินและน้ำ ส่วนพื้นที่ไม่เหมาะสมมีพื้นที่ 52% ควรสงวนพื้นที่เพื่อการอนุรักษ์ให้เป็นพื้นที่ป่า และบางส่วนต้องเร่งรัดดำเนินการจัดทำระบบอนุรักษ์ดินและน้ำ สู่การวางแผนการใช้ประโยชน์ที่ดินบ้านของปิตุคี ที่สอดคล้องกับบริบทชุมชน การได้เข้าใจ เข้าถึง พัฒนา ตามหลักการทรงงานโดยให้คนในชุมชนเป็นศูนย์กลางของการวางแผน พัฒนา ชุมชนเกิดความเข้มแข็ง พึ่งพาตนเอง มีภูมิคุ้มกันที่ดี รองรับต่อการเปลี่ยนแปลงต่าง ๆ และอยู่ร่วมกับทรัพยากรธรรมชาติได้อย่างยั่งยืน
