GUIDELINES FOR THE PREPARATION OF ACTIVITIES AND PROJECTS FOR CONTRIBUTE THE COOPERATION BETWEEN THE LOCAL GOVERNMENT, THE PRIVATE SECTORS AND CIVIL SOCIETY TOSUPPORT THE PUBLIC BENEFIT IN BAN PAO SUB-DISTRICT, MAE TAENG DISTRICT, CHIANG MAI PROVINCE

Abstract

The research studied guidelines for the preparation of activities and projects for contribute the cooperation between the local government, the private sectors, and civil society to support the public benefit in Ban Pao sub-district, Mae Taeng district, Chiang Mai province. The objectives were as follows: 1) to assess the project system supporting cooperation building, 2) to study the causal influence of context factors, input factors, and process factors, and 3) To study the appropriate approaches for the preparation of projects to serve as a foundation for public utilization. This was a mix-research consisting of quantitative research and qualitative research. The research instruments were semi-structured interviews and focus group discussions. The key informants were 92 people including Banchamek Boxing Camp personnel, people of Ban Pao sub-district, Mae Taeng District, Chiang Mai Province, government leaders, private sector leaders, local leaders, local leaders, and civil society leaders.

The results on the project evaluation found that the Sri Lanna Natural Park marathon activity project Mae Ngad Dam irrigation system route and boxing matches were successful. The implementations of the project were the output that all satisfied sectors, achieved the objectives, contributed to stimulating the local economy, and created a good cooperation in the development of the area in the future, caused the attention of people in the Ban Pao area turn to exercise for healthy, promoted sports tourism, Ban Pao community was well known to both Thais and foreigners and spread Thai culture and way of life of the people living in the community. The outcome made Buakaw Village and Ban Pao community known to both Thais and foreigners occurred collaborated to organize many activities for the public benefit and build good relationships with the community. Moreover, the proceeds from the event were used to support local charitable activities and more tourists came tovisit Ban Pao sub-district. The impact consisted of causing many sectors to pay more attention to natural capital and the environment, causing government agencies to pay more attention to the Ban Pao area, creating new jobs for the community, causing famous people to buy morel in the area, and making land prices in Ban Pao sub-district worth.

According to the content factors, input factors, and influencing processfactors causal to project productivity included project planning, the necessity of the project, and sector cooperation. The causal effect wassorted in order as follows: 0.39, 0.29, and 0.20 that meaned 1) rationale of this project found that the strength of the Ban Pao sub-district was abundant natural capital and human capital was Second Lieutenant Sombat Banchamek (Buakaw). Accordingly, the development needs of leaders and people were public relations, tourism development, and the development of enterprises to support tourism that related to the government policy on the development of the creative economy, health promotion, sports promotion, nature conservation, and tourism. This project also supported the creation of multi-sectoral cooperation in the area to service and manage development together. 2) project planning found that there were brainstorming meetings to use as data or information for planning, setting, or selecting suitable projects. There was also creation the of cooperation among sectors and participation in the preparation of the project, clearly or appropriately defining a plan, timetable, and timeline for bringing the project into operation, and the person responsible. 3) the cooperation sectors were government, private sectors, and civil society organizations.

The appropriate approach for project management was to focus on project planning, the rationale, and cooperation and participation of sectors and people in the area as well as a suggestion to the government and civilsociety should use the strengths and opportunities of the softpowers of famous people such as Second Lieutenant Sombat Banchamek (Buakaw) that was an element in planning the development strategy for publicrel ations, tourism creative economy development and attracting sectors to cooperate and participate innational and spatial development.

การศึกษาวิจัยเรื่อง แนวทางการจัดทำกิจกรรมโครงการสนับสนุนการสร้างความร่วมมือระหว่างองค์การภาครัฐ ภาคเอกชน และภาคประชาสังคม เพื่อเป็นฐานรองรับทำประโยชน์สาธารณะ ตำบลบ้านเป้า อำเภอแม่แตง จังหวัดเชียงใหม่ มีวัตถุประสงค์ดังนี้ 1) เพื่อประเมินระบบโครงการสนับสนุนการสร้างความร่วมมือ 2) เพื่อศึกษาอิทธิพลเชิงสาเหตุของปัจจัยบริบท ปัจจัยนำเข้า ปัจจัยกระบวนการ ต่อผลผลิตของโครงการ 3) เพื่อศึกษาแนวทางที่เหมาะสมในการจัดทำโครงการเพื่อเป็นฐานรองรับการทำประโยชน์สาธารณะ โดยการศึกษาวิจัยในครั้งนี้เป็นการศึกษาวิจัยเชิงปริมาณและการศึกษาวิจัยเชิงคุณภาพ เครื่องมือที่ใช้ในการศึกษาได้แก่แบบสัมภาษณ์แบบกึ่งโครงสร้างและการสนทนากลุ่มย่อย ประชากรผู้ให้ข้อมูลสำคัญรวม 92 คน ได้แก่ บุคลากรค่ายมวยบัญชาเมฆ ประชาชนตำบลบ้านเป้า อำเภอแม่แตง จังหวัดเชียงใหม่ ผู้นำภาคส่วนรัฐ ผู้นำภาคเอกชน ผู้นำท้องถิ่น ผู้นำท้องที่ และผู้นำภาคประชาสังคม

ผลการศึกษาการประเมินโครงการ พบว่า โครงการกิจกรรมวิ่งมาราธอนเส้นทางธรรมชาติอุทยานศรีลานนา เส้นทางระบบชลประทานเขื่อนแม่งัด และการแข่งขันชกมวย เป็นโครงการที่ประสบผลสำเร็จในการดำเนินโครงการ คือ ด้านผลผลิต (Output) คือ ทุกกภาคส่วนมีความพึงพอใจ บรรลุวัตถุประสงค์ มีส่วนช่วยกระตุ้นเศรษฐกิจในพื้นที่ เกิดความสัมพันธ์อันดีระหว่างบัวขาววิลเลจและชุมชนอันจะนำไปสู่การสร้างความร่วมมือที่ดีในการพัฒนาพื้นที่ในอนาคต ทำให้ประชาชนในพื้นที่บ้านเป้าหันมาให้ความสนใจในการออกกำลังกายช่วยส่งเสริมการท่องเที่ยวเชิงกีฬา ชุมชนบ้านเป้าเป็นที่รู้จักของชาวไทยและชาวต่างชาติ และได้เผยแพร่วัฒนธรรมไทยและวิถีชีวิตของผู้คนที่อยู่ในชุมชน ตามลำดับด้านผลลัพธ์ (Outcome) ทำให้บัวขาววิลเลจและชุมชนบ้านเป้าเป็นที่รู้จักของคนไทยและคนต่างชาติเกิดความร่วมมือกันจัดกิจกรรมเพื่อสาธารณประโยชน์อีกหลายกิจกรรมและสามารถสานสัมพันธ์ที่ดีต่อชุมชนนำเงินรายได้จากการจัดงานมาสนับสนุนกิจการสาธารณกุศลในพื้นที่ และมีนักท่องเที่ยวเดินทางเข้ามาเที่ยวในพื้นที่ตำบลบ้านเป้ามากขึ้น ตามลำดับ ด้านผลกระทบ (Impact) พบว่า ทำให้หลายภาคส่วนหันมาให้ความสำคัญกับทุนธรรมชาติและสิ่งแวดล้อมมากขึ้น ทำให้หน่วยงานภาครัฐให้ความสนใจพื้นที่บ้านเป้ามากขึ้น ทำให้เกิดอาชีพใหม่ให้กับชุมชนมากขึ้น ทำให้บุคคลที่มีชื่อเสียงเข้ามาซื้อที่ดินในพื้นที่มากขึ้น และ ทำให้ราคาที่ดินในตำบลบ้านเป้ามีมูลค่า ตามลำดับ

ส่วนปัจจัยบริบท ปัจจัยนำเข้า และปัจจัยกระบวนการที่มีอิทธิพลเชิงสาเหตุต่อผลผลิตของโครงการ เรียงลำดับตามค่าอิทธิพลเชิงสาเหตุ ได้แก่ การวางแผนโครงการ เหตุผลความจำเป็นของโครงการและภาคส่วนความร่วมมือ อิทธิพลเชิงสาเหตุเท่ากับ 0.39 0.29 และ 0.20 ตามลำดับกล่าวคือ 1) ด้านเหตุผลและความจำเป็นในการดำเนินโครงการ พบว่าเป็นโครงการที่ใช้โอกาสจากจุดแข็งของพลังละมุนทุนมนุษย์ คือ รต.สมบัติ บัญชาเมฆ (บัวขาว) สอดคล้องกับจุดแข็งของตำบลบ้านเป้าที่มีทุนธรรมชาติอุดมสมบูรณ์ สอดคล้องกับความต้องการการพัฒนาของผู้นำและประชาชน คือ ประชาสัมพันธ์พื้นที่ การพัฒนาการท่องเที่ยว และการพัฒนาวิสาหกิจรองรับการท่องเที่ยว สอดคล้องกับนโยบายของรัฐบาล ด้านการพัฒนาเศรษฐกิจสร้างสรรค์ การส่งเสริมสุขภาพ การส่งเสริมด้านกีฬา การอนุรักษ์ธรรมชาติ และการท่องเที่ยว เป็นโครงการที่สนับสนุนในการสร้างความร่วมมือของหลายภาคส่วนในพื้นที่ในการบริการและการจัดการการพัฒนาร่วมกัน 2) ด้านการวางแผนโครงการพบว่ามีการประชุมเพื่อระดมสมองเพื่อใช้เป็นข้อมูลหรือสารสนเทศในการวางแผนโครงการ ได้กำหนด หรือการเลือกโครงการให้มีความเหมาะสมมีการประสานงานเพื่อสร้างความร่วมมือภาคส่วนและการมีส่วนร่วมในการจัดทำโครงการ กำหนดแผนตารางเวลา ระยะเวลาในการนำโครงการสู่การปฏิบัติงานอย่างชัดเจนหรือเหมาะสมได้มีการกำหนดผู้รับผิดชอบในการดำเนินกิจกรรมไว้อย่างชัดเจน เป็นโครงการที่มีการเขียนโครงการ ได้แก่ การเขียนหลักการและเหตุผล การเขียนวัตถุประสงค์โครงการมีความเหมาะสม และ 3) ภาคส่วนความร่วมมือ โครงการได้รับการความร่วมมือหลายภาคส่วน กล่าวคือ ภาครัฐ ภาคเอกชน และองค์กรภาคประชาสังคม

แนวทางที่เหมาะสมในการบริหารโครงการ คือ ให้ความสำคัญกับการวางแผนโครงการ เหตุผลความจำเป็นของโครงการ และการสร้างความร่วมมือและการมีส่วนร่วมของภาคส่วนและประชาชนในพื้นที่ ตลอดจนข้อเสนอต่อภาครัฐบาลและภาคประชาสังคม คือ ควรใช้จุดแข็งและโอกาสของพลังละมุนของบุคคลที่มีชื่อเสียง กรณี รต.สมบัติ บัญชาเมฆ (บัวขาว) เป็นองค์ประกอบในการวางยุทธศาสตร์การพัฒนาด้านการประชาสัมพันธ์ การพัฒนาเศรษฐกิจสร้างสรรค์การท่องเที่ยว และการดึงดูดให้ภาคส่วนมีความร่วมมือและมีส่วนร่วมในการพัฒนาประเทศและเชิงพื้นที่
