ASSESSMENT OF THE EFFICIENCY OF INFORMATION SYSTEM MANAGEMENT FOR MAINTENANCE OPERATIONS ON THE SPECIAL EXPRESSWAY CHALERM MAHANAKORN AND CHALONG RAT

Abstract

The objective of this research is 1) to study the basic characteristics of personnel, economics, and society of the officers who use the information system for maintenance work on the Special Expressway Chalerm Mahanakorn and Chalong Rat 2) to analyze the results of maintenance operations on the Special Expressway Chalerm Mahanakorn and Chalong Rat 3) to study the development of the information system for maintenance work on the Special Expressway Chalerm Mahanakorn and Chalong Rat and 4) to study the problems and obstacles in the maintenance work system of the Special Expressway Chalerm Mahanakorn and Chalong Rat. Data was collected through quantitative methods using questionnaires and qualitative methods using Focus Group discussions from a sample group of 23 officers who have undergone SAP training and currently use Geographic Information System (GIS) for maintenance work. Data was analyzed quantitatively using statistical comparisons and qualitatively using descriptive text analysis. The study applied modern organizational theories and the McKinsey 7s Framework.

The study found that two-thirds of the respondents (87%) were male. The majority of respondents (78.3%) were between the ages of 25-40. About three-quarters (73.9%) had completed undergraduate degrees. The most common job position among respondents was maintenance officers for the Special Expressway Chalerm Mahanakorn (56.5%). The most common length of employment was between 5-10 years (56.6%). The highest average income range reported was 25,001 - 35,000 baht (39.1%). The majority (87%) used the information system for work on a daily basis. The most common reason for choosing to use the information system for their duties and positions was convenience, speed, and efficiency (60.9%).

The study's findings regarding the maintenance operations of the Special Expressway Chalerm Mahanakorn and Chalong Rat show that the respondents' opinions on the current management are highly agreeable, with an overall average rating of 4.49. When considering specific aspects, the average ratings were traffic signage management received an average rating of 4.55. Maintenance and expenditure on road surfaces received an average rating of 4.50. Noise barrier management received an average rating of 4.43.

The study's findings on the guidelines for developing an information system for the maintenance work system of the Special Expressway Chalerm Mahanakorn and Chalong Rat indicate that the respondents have a highly favorable perception of the system's efficiency for managing maintenance work on the Special Expressway Chalerm Mahanakorn and Chalong Rat. The overall average rating is 4.56. When considering specific aspects, the average ratings were planning and workforce management received an average rating of 4.61. Reporting received an average rating of 4.58. Coordination and budgeting received an average rating of 4.56. Organizational structure received an average rating of 4.53. Administrative support received an average rating of 4.50.

The study's findings regarding the problems and recommendations related to maintenance work on the Special Expressway Chalerm Mahanakorn and Chalong Rat indicate that respondents primarily face significant issues related to the maintenance and expenditure on road surfaces. This is primarily due to unclearly defined maintenance schedules, with inspections only occurring when significant deterioration has already occurred, leading to severe problems.

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาลักษณะพื้นฐานส่วนบุคคล เศรษฐกิจ และสังคมของเจ้าหน้าที่ผู้ใช้ระบบสารสนเทศสำหรับงานบำรุงรักษาทางพิเศษเฉลิมมหานครและทางพิเศษฉลองรัช 2) วิเคราะห์ผลการดำเนินงานบำรุงรักษาของทางพิเศษเฉลิมมหานครและทางพิเศษฉลองรัช 3) ศึกษาแนวทางการพัฒนาระบบสารสนเทศสำหรับระบบงานบำรุงรักษาของทางพิเศษเฉลิมมหานคร และทางพิเศษฉลองรัช และ 4) ศึกษาปัญหา อุปสรรค ระบบงานบำรุงรักษาของทางพิเศษเฉลิมมหานครและทางพิเศษฉลองรัช โดยใช้แบบสอบถามเก็บข้อมูลเชิงปริมาณ และการสนทนากลุ่ม (Focus Group) เพื่อเก็บข้อมูลเชิงคุณภาพ จากกลุ่มตัวอย่างเจ้าหน้าที่ผู้ใช้ระบบสารสนเทศสำหรับงานบำรุงรักษาทางพิเศษเฉลิมมหานครและทางพิเศษฉลองรัช กลุ่มเป้าหมายจำนวน 23 คน ที่ผ่านการอบรมหลักสูตรการใช้งานในระบบ SAP Training course และปัจจุบันยังคงใช้งานระบบสารสนเทศภูมิศาสตร์ (GIS) สำหรับการบำรุงรักษา วิเคราะห์ข้อมูลเชิงปริมาณโดยใช้สถิติเชิงพรรณนา และวิเคราะห์ข้อมูลเชิงคุณภาพโดยใช้การเขียนข้อความบรรยาย (Descriptive) โดยอาศัยกรอบแนวคิดทฤษฎีองค์การและการจัดการสมัยใหม่ของ Gulick & Urwick และแนวความคิดหลักการจัดการองค์การของ แมคคินซี่ (McKinsey 7s Framework) ผลการศึกษาพบว่า ผู้ตอบแบบสอบถามสองในสาม (87%) เป็นชาย มีอายุระหว่าง 25-40 ปี มากกว่าครึ่งหนึ่ง (78.3 %) ได้รับการศึกษาระดับปริญญาตรี (73.9%) มีตำแหน่งการรับผิดชอบงานการรับผิดชอบงานเจ้าหน้าที่บำรุงรักษาทางพิเศษเฉลิมมหานครมากที่สุด (56.5%) ซึ่งระยะเวลาในการทำงานโดยเฉลี่ยมากที่สุด 5-10 ปี (56.6%) มีรายได้เฉลี่ย 25,001 – 35,000 บาท มากที่สุด (39.1%) โดยความถี่ในการใช้ระบบสารสนเทศในการทำงานทุกวัน (87%) เหตุผลในการเลือกใช้ระบบสารสนเทศต่อหน้าที่และตำแหน่งของตนเองเนื่องจากสะดวก รวดเร็ว มีประสิทธิภาพ มากที่สุด (60.9%)

ผลการศึกษาแนวทางการพัฒนาระบบสารสนเทศสำหรับระบบงานบำรุงรักษาของทางพิเศษเฉลิมมหานคร และทางพิเศษฉลองรัช พบว่า ผู้ตอบแบบสอบถามมีระดับความคิดเห็นต่อประสิทธิภาพของระบบสารสนเทศต่อการบริหารจัดการของงานบำรุงรักษาทางพิเศษเฉลิมมหานครและทางพิเศษฉลองรัช ภาพรวมอยู่ในระดับเห็นด้วยมากที่สุด ค่าเฉลี่ยรวม 4.56 เมื่อพิจารณาเป็นรายด้านพบว่า ด้านการวางแผนและด้านการจัดบุคลากรปฏิบัติงาน ค่าเฉลี่ย 4.61 ด้านการรายงาน ค่าเฉลี่ย 4.58 ด้านการประสานงานและด้านการงบประมาณ ค่าเฉลี่ย 4.56 ด้านการจัดองค์กร ค่าเฉลี่ย 4.53 และด้านการอำนวยการ ค่าเฉลี่ย 4.50 ตามลำดับ

ผลการศึกษาปัญหาและข้อเสนอแนะเกี่ยวกับงานบำรุงรักษาทางพิเศษเฉลิมมหานครและทางพิเศษฉลองรัช พบว่า ผู้ตอบแบบสอบถามประสบปัญหาหลักเกี่ยวกับด้านการซ่อมบำรุงและค่าใช้จ่ายของผิวจราจร เนื่องจากมีการกำหนดรอบการซ่อมแซมที่ไม่ชัดเจน และจะตรวจสอบเมื่อเกิดการเสื่อมสภาพจึงทำให้เกิดปัญหาที่รุนแรง
