PEOPLE’S ATTITUDE AND PERCEPTION OF FOREST LAWS REGARDING LAND USE POLICY IN PHU PHA MAN NATIONAL PARK

Abstract

This research aimed to determine the levels of attitude and perception on forest laws regarding land use policy in Phu Pha Man National Park as well as to investigate the factors affecting attitudes and perceptions on forest laws of people who had land use rights in Phu Pha Man National Park. An interview form was used as an instrument for collecting data from the sample group consisting of 315 people who have land ownership in Phu Pha Man National Park, Khon Kean Province under section 64, National Park Act B.E. 2562 (2019). The obtained data were analyzed by using descriptive statistics.

The results showed that most of the respondents were male, aged 41-50 years old, finished the primary level education, and made their livelihoods as gardeners. Each household earned less than 10,000 baht per month, with land ownership of 5.1-10 rai. Their perception of forest laws information was at a moderate level, with most the acknowledgment from a Subdistrict headman/Village headman (1.16) and secondary from a forest ranger (1.08). Their attitudes towards forest laws were at a high level whereas their perception of forest laws was at a moderate level. The study also revealed that age (p<0.01), education level (p<0.01), main occupation (p<0.01), monthly income (p<0.01), land ownership (p<0.05), and land use pattern (p<0.01) were factors that affected different levels of people’s perception of forest laws. Moreover, it was found that people’s perception of forest laws information had a significant correlation (r=0.139)(p<0.05) with a level of people’s perception of forest laws. In addition, an important public relations, advertisement about Forest Laws were not as thorough as it should have been. Therefore, the Phu Pha Man National Park or the relevant agencies should have more communication channels for providing information about Forest Laws in Conservation forest areas as well as training and answering questions to achieve an understanding of land use policy in National Park. This will help them to aware of between humans and the forest, moreover; reduce the problem of encroachment into National Park in the future.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับทัศนคติและระดับการรับรู้กฎหมายป่าไม้ของประชาชนต่อการใช้ประโยชน์ที่ดินในพื้นที่อุทยานแห่งชาติภูผาม่าน และศึกษาปัจจัยที่มีผลต่อทัศนคติและการรับรู้กฎหมายป่าไม้ของประชาชนต่อการใช้ประโยชน์ที่ดินในพื้นที่อุทยานแห่งชาติภูผาม่าน โดยใช้ระเบียบวิธีวิจัยเชิงปริมาณและใช้แบบสัมภาษณ์เป็นเครื่องมือในการเก็บข้อมูลการวิจัย จากกลุ่มตัวอย่าง 315 ราย ซึ่งเป็นประชาชนที่ถือครองที่ดินทำกินในพื้นที่อุทยานแห่งชาติภูผาม่าน ตามมาตรา 64 แห่งพระราชบัญญัติอุทยานแห่งชาติ พ.ศ. 2562 วิเคราะห์ผลด้วยค่าสถิติ

ผลการวิจัยพบว่า กลุ่มตัวอย่างส่วนใหญ่เป็นเพศชาย มีอายุระหว่าง 41–50 ปี มีการศึกษาระดับประถมศึกษา ประกอบอาชีทำไร่/ทำสวน รายได้เฉลี่ยของครัวเรือนต่อเดือนต่ำกว่า 10,000 บาท ครอบครองพื้นที่ทำกิน 5.1 – 10 ไร่ มีการรับรู้ข่าวสารเกี่ยวกับกฎหมายป่าไม้ในระดับปานกลาง โดยมีช่องทางการรับรู้ข่าวสารมากที่สุดจากกำนัน/ผู้ใหญ่บ้าน (1.16) รองลงมาคือจากเจ้าหน้าที่อุทยานแห่งชาติภูผาม่าน (1.08) มีระดับทัศนคติของประชาชนต่อกฎหมายป่าไม้เกี่ยวกับการใช้ประโยชน์ที่ดินในพื้นที่อุทยานแห่งชาติภูผาม่าน อยู่ในระดับมาก ในส่วนของระดับการรับรู้กฎหมายป่าไม้ของประชาชนเกี่ยวกับการใช้ประโยชน์ที่ดินในพื้นที่อุทยานแห่งชาติภูผาม่าน อยู่ในระดับปานกลาง พบว่าปัจจัยด้านอายุ (p<0.01) ระดับการศึกษา (p<0.01) อาชีพ (p<0.01) รายได้ต่อเดือน (p<0.01) ขนาดพื้นที่ถือครอง (p<0.05) ลักษณะการทำประโยชน์ในพื้นที่ (p<0.01) ที่แตกต่างกันส่งผลให้มีระดับการรับรู้กฎหมายป่าไม้ที่แตกต่างกัน และพบว่าการรับรู้ข่าวสารเกี่ยวกับระเบียบกฎหมายมีความสัมพันธ์ระดับต่ำกับระดับการรับรู้กฎหมายป่าไม้ฯ (r=0.139)(p<0.05) และพบว่าการประชาสัมพันธ์ข้อมูลข่าวสารที่สำคัญเกี่ยวกับกฎหมายของกรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืช ยังไม่ทั่วถึงเท่าที่ควร ดังนั้น อุทยานแห่งชาติภูผาม่านและหน่วยงานที่เกี่ยวข้อง ควรเพิ่มช่องทางสื่อสารในการให้ข้อมูลหรือความรู้ในเรื่องของระเบียบกฎหมายที่เกี่ยวข้องกับพื้นที่ป่าอนุรักษ์ และควรมีการจัดอบรมให้ความรู้และตอบข้อสงสัยสำหรับการใช้ประโยชน์ที่ดินในพื้นที่อุทยานแห่งชาติ เพื่อให้เกิดความรู้ความเข้าใจ ซึ่งจะส่งผลให้ประชาชนตระหนักถึงการอยู่ร่วมกันระหว่างคนกับป่า และลดปัญหาการบุกรุกพื้นที่อุทยานแห่งชาติในอนาคตได้
